Between 2004 and 2012 Brazil recorded its best results in land protection<\/h2>\n<p style=\"text-align: center;\">by Matteo Cavallito<\/p>\n<p>&nbsp;<\/p>\n<p>Brazilian Amazon is once again under attack. In February, the region recorded a total deforestation of <strong>322 square kilometers<\/strong>, up 62 percent from the same period last year, the highest monthly figure ever recorded. The loss highlights &#8220;the scale of the challenge facing the administration of <strong>Luiz In\u00e1cio Lula da Silva<\/strong>, as it tries to undo the environmental destruction wreaked under the far-right former president Jair Bolsonaro,&#8221; <a href=\"https:\/\/www.theguardian.com\/world\/2023\/mar\/10\/brazil-record-deforestation-amazon-rainforest-lula-bolsonaro\" target=\"_blank\" rel=\"noopener\">writes<\/a> the Guardian.<\/p>\n<p>Now, the attentions is focused on the new government agenda and <strong>the commitment <\/strong>announced by the president &#8220;Lula, who took office on 1 January this year, has pledged to end illegal logging after deforestation soared to a 15-year high during the Bolsonaro years,&#8221; the newspaper says. Within 12 months, said a <a href=\"https:\/\/imazon.org.br\/imprensa\/amazonia-perdeu-quase-3-mil-campos-de-futebol-por-dia-de-floresta-em-2022-maior-desmatamento-em-15-anos\/\" target=\"_blank\" rel=\"noopener\">report<\/a> by the Brazilian NGO Imazon, the territory lost the equivalent of <strong>nearly 3,000 soccer fields a day<\/strong>. Between January and December 2022, in fact, the destruction affected 10,573 square kilometers, bringing the total for the last four years over 35,000.<\/p>\n<blockquote><p>&#8220;There was an unbridled race to deforest, while the gate was open to cattle, land speculation, <strong>illegal mining<\/strong> and deforestation in indigenous lands and conservation units,&#8221; <a href=\"https:\/\/www.aa.com.tr\/en\/americas\/brazil-s-amazon-saw-worst-deforestation-levels-in-15-years-in-2022-report\/2792305\" target=\"_blank\" rel=\"noopener\">explained<\/a> <strong>Carlos Souza Jr<\/strong>, Imazon coordinator. &#8220;This shows the size of the new government&#8217;s challenge.&#8221;<\/p><\/blockquote>\n<p>The figure recorded in the last month, in line with the trend in recent years, is a disappointment after deforestation appeared to be heading for a reversal in January, recording a <a href=\"https:\/\/www.aljazeera.com\/news\/2023\/2\/10\/brazil-amazon-deforestation-drops-in-lulas-first-month-in-office\" target=\"_blank\" rel=\"noopener\">61 percent year-on-year decline<\/a>.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"pt\" dir=\"ltr\">Com isso, o desmatamento acumulado nos \u00faltimos quatro anos, entre 2019 e 2022, chegou aos 35.193 km\u00b2. Al\u00e9m de ser uma alta de quase 150% em rela\u00e7\u00e3o ao quadri\u00eanio anterior, quando foram devastados 14.424 km\u00b2. <a href=\"https:\/\/t.co\/TpEVmXbBbI\">pic.twitter.com\/TpEVmXbBbI<\/a><\/p>\n<p>&mdash; Imazon (@Imazon) <a href=\"https:\/\/twitter.com\/Imazon\/status\/1615707282674679809?ref_src=twsrc%5Etfw\">January 18, 2023<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<h5>The Amazon Fund brings optimism<\/h5>\n<p>In January, Reuters <a href=\"https:\/\/www.reuters.com\/world\/americas\/first-brazil-logging-raids-under-lula-aim-curb-amazon-deforestation-2023-01-19\/\" target=\"_blank\" rel=\"noopener\">has reported<\/a>, the Lula government launched its first anti-deforestation raids in the states of Par\u00e1, Roraima and Acre. The operations come alongside an even more important initiative: <a href=\"https:\/\/resoilfoundation.org\/en\/articles\/brazil-supreme-court-amazon\/\" target=\"_blank\" rel=\"noopener\">the reactivation<\/a> of the <strong>government fund<\/strong> designed to finance the protection of the Amazon. The operation stems from the Supreme Court&#8217;s decision late last year overturning the controversial measure promoted by former President Bolsonaro that <a href=\"https:\/\/g1.globo.com\/politica\/noticia\/2019\/04\/11\/decreto-faz-revogaco-de-normas-objetivo-e-simplificar-legislacao-diz-governo.ghtml\" target=\"_blank\" rel=\"noopener\">had blocked<\/a> the fund in 2019, questioning its alleged misuse.<\/p>\n<blockquote><p>The Amazon Fund, Brazilian newspaper O Globo <a href=\"https:\/\/g1.globo.com\/meio-ambiente\/noticia\/2022\/11\/03\/fundo-amazonia-entenda-o-que-e-a-iniciativa-abandonada-por-bolsonaro-e-que-tem-r-32-bilhoes-paralisados.ghtml\" target=\"_blank\" rel=\"noopener\">wrote<\/a>, is considered a pioneering initiative which is capable of financing <strong>more than 100 projects<\/strong> by public entities and nongovernmental organizations worth more than 1 billion reais (nearly <strong>$200 million<\/strong>).<\/p><\/blockquote>\n<p>According to an audit report prepared by the Office of the Comptroller General of the Union (CGU), as of December 2021 the Fund had about 3.2 billion reais (<strong>more than $600 million<\/strong>) in unused funds, which is in addition to <strong>$20 billion<\/strong> in outstanding credits.<\/p>\n<div id=\"attachment_21206\" style=\"width: 879px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-21206\" class=\"size-full wp-image-21206\" src=\"https:\/\/resoilfoundation.org\/wp-content\/uploads\/2022\/10\/deforestazione-lula-bolsonaro.jpg\" alt=\"Durante la presidenza Bolsonaro la deforestazione dell'Amazzonia \u00e8 aumentata a ritmi crescenti. Image: Carbon Brief Attribution-NonCommercial-NoDerivatives 4.0 International<\/p><\/div>\n<h5>The hope: restoring the 2004-12 trend<\/h5>\n<p>Lula&#8217;s victory in the October elections has rekindled the hopes of environmentalists, who are confident following the promises made by the new president. Before the vote, a <a href=\"https:\/\/www.carbonbrief.org\/analysis-bolsonaro-election-loss-could-cut-brazilian-amazon-deforestation-by-89\/\" target=\"_blank\" rel=\"noopener\">survey<\/a> by Carbon Brief estimated that Lula&#8217;s success would prevent the destruction of <strong>nearly 76,000 km2<\/strong> of forest by 2030.<\/p>\n<blockquote><p>The hypothesis, or maybe the hope, is that the government can repeat what it did during the current president&#8217;s <strong>two previous terms<\/strong> in office. At that time logging recorded an <strong>84 percent decrease<\/strong>. The trend, moreover, reversed thereafter during the presidency of Dilma Rousseff, who was twice a minister (of mines, energy and government action) in the Lula governments.<\/p><\/blockquote>\n<p>The current scenario, in any case, appears quite complicated. As the Australian Institute of International Affairs recently <a href=\"https:\/\/www.internationalaffairs.org.au\/australianoutlook\/the-new-lula-government-faces-significant-challenges-on-the-road-to-zero-deforestation\/\" target=\"_blank\" rel=\"noopener\">observed<\/a>, in fact, factors such as pressure from the <strong>agribusiness lobby<\/strong>, the strength of criminal organizations, the weakening of oversight institutions experienced during the Bolsonaro presidency, and the economic crisis, &#8220;pose great challenges&#8221; to the president&#8217;s environmental agenda over the next, crucial, four years.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>In February, the Amazon lost more than 300 km2 of forest.
