The measure follows the directions of recent national legislation. But there is an unpromising precedent<\/h2>\n<p style=\"text-align: center;\">by Matteo Cavallito<\/p>\n<p>&nbsp;<\/p>\n<p>China&#8217;s capital has issued new rules to combat <strong>soil pollution<\/strong> by controlling the use of pesticides and chemical fertilizers and strengthening monitoring on industrial plants. The rules, which will take effect next year, are part of initiatives led by provincial governments to implement a national law on the issue adopted in 2019 <a href=\"https:\/\/chinadialogue.net\/en\/digest\/soil-pollution-rules-issued-by-provinces\/\" target=\"_blank\" rel=\"noopener\">according to China Dialogue<\/a>, an environmental nonprofit organization based in London and Beijing.<\/p>\n<p>&#8220;<strong>China<\/strong> has been grappling with severe soil pollution for years,&#8221; the association writes. &#8220;In 2014, 16.1% of soil samples collected from around the country showed evidence of pollution,&#8221; whose primary sources &#8220;in the last century are non-ferrous metal mining, smelting and discharge of industrial effluent.&#8221; The phenomenon &#8220;poses <strong>a threat to the quality of arable land<\/strong> and food security.&#8221;<\/p>\n<div class='avia-iframe-wrap'>\n<blockquote class=\"wp-embedded-content\" data-secret=\"DmhfoL3xk4\"><p><a href=\"https:\/\/resoilfoundation.org\/en\/articles\/fao-soil-pollution-network\/\">FAO launches its mission against global soil pollution<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;FAO launches its mission against global soil pollution&#8221; &#8212; Re Soil Foundation\" src=\"https:\/\/resoilfoundation.org\/en\/articles\/fao-soil-pollution-network\/embed\/#?secret=crxe3lGhDt#?secret=DmhfoL3xk4\" data-secret=\"DmhfoL3xk4\" width=\"600\" height=\"338\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/div>\n<h5>The background<\/h5>\n<p>The country&#8217;s efforts to tackle land pollution began in 2016, Reuters <a href=\"https:\/\/www.reuters.com\/article\/us-china-pollution-soil-idUSKCN1RT04D\" target=\"_blank\" rel=\"noopener\">says<\/a>, when the government drafted a new plan of action. On the occasion, however, the agency notes, &#8220;the government has struggled to create incentives and financing mechanisms to <strong>pay for the clean-up<\/strong>, especially in old industrial or rural regions where property prices are low.&#8221;<\/p>\n<blockquote><p><strong>Greenpeace<\/strong> had also spoken on the issue. In a study carried out together with <strong>Nanjing University<\/strong>&#8216;s Institute of Ecology and Environment, the NGO focused on the negligence of local governments, which were accused of carrying out remediation operations <strong>too fast <\/strong>in order not to slow down the sale of land.<\/p><\/blockquote>\n<p>In 2018, Reuters still reported, the granting of land-use change permits had earned China&#8217;s local authorities total takings of nearly 6.5 trillion yuan (<strong>$970 billion<\/strong>). Contaminated land operations had generated about 1 trillion yuan (more than $150 billion) in the same year. Just 7 percent of the sum had been spent on remediation interventions.<\/p>\n<div class='avia-iframe-wrap'>\n<blockquote class=\"wp-embedded-content\" data-secret=\"JinXbfrUiX\"><p><a href=\"https:\/\/resoilfoundation.org\/en\/articles\/sand-cellulose-china-desert\/\">China is fighting desertification by adding cellulose to sand<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;China is fighting desertification by adding cellulose to sand&#8221; &#8212; Re Soil Foundation\" src=\"https:\/\/resoilfoundation.org\/en\/articles\/sand-cellulose-china-desert\/embed\/#?secret=7WiKd1WrHq#?secret=JinXbfrUiX\" data-secret=\"JinXbfrUiX\" width=\"600\" height=\"338\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/div>\n<h5>The soil survey<\/h5>\n<p>The plan to fight pollution comes alongside another major initiative: <strong>the national soil census<\/strong>. This is a huge effort to update the last survey on the topic conducted 40 years ago. &#8220;The last four decades have seen rapid, resource-intensive economic growth in China. Chinese people enjoy a better quality of life now, but the soil has paid a heavy price,&#8221; China Dialogue <a href=\"https:\/\/resoilfoundation.org\/en\/articles\/china-soil-analysis\/\" target=\"_blank\" rel=\"noopener\">explained<\/a> in recent months.<\/p>\n<blockquote><p>Moreover, &#8220;A new survey is essential for understanding and protecting soils, and it will help <strong>ensure food security<\/strong> and progress towards China\u2019s peak carbon and carbon neutrality targets.&#8221;<\/p><\/blockquote>\n<p>The two issues are closely linked. Indeed, years of intensive agriculture and increasing exposure to wind and rain have fueled soil <strong>erosion<\/strong> and depletion. Drastically reducing the concentration of organic matter. The carbon content of Chinese soils, the environmental organization points out, is still 30 percent lower than the world average.<\/p>\n<div class='avia-iframe-wrap'>\n<blockquote class=\"wp-embedded-content\" data-secret=\"VpCR4qa1PZ\"><p><a href=\"https:\/\/resoilfoundation.org\/en\/articles\/china-black-soil-campaign\/\">China launches anti-erosion black soil campaign<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;China launches anti-erosion black soil campaign&#8221; &#8212; Re Soil Foundation\" src=\"https:\/\/resoilfoundation.org\/en\/articles\/china-black-soil-campaign\/embed\/#?secret=RoMTRQrH7Q#?secret=VpCR4qa1PZ\" data-secret=\"VpCR4qa1PZ\" width=\"600\" height=\"338\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/div>\n<h5>Alarming numbers in China<\/h5>\n<p>The problem of soil quality is linked with the pollution issue. &#8220;China \u2013 short on arable land, large in population \u2013 uses too much <strong>fertiliser<\/strong>: 33 per cent of all that is produced globally, despite having 8 per cent of the world\u2019s arable land,\u201d the organization says. \u201cThat causes acidification and dense, hardpan soil.\u201d<\/p>\n<blockquote><p>Soil acidification also causes the absorption of <strong>heavy metals<\/strong> with an obvious impact on the availability of food produced.<\/p><\/blockquote>\n<p>Most attention is focused on the so-called <a href=\"https:\/\/resoilfoundation.org\/en\/articles\/ukraine-russia-black-soil\/\" target=\"_blank\" rel=\"noopener\">black soil<\/a>, the <strong>most fertile terrain<\/strong> in the country, which is mainly located in Heilongjiang, Jilin and Liaoning provinces and contribute to the production of 50 percent of China&#8217;s rice, 41 percent of soybeans and 34 percent of corn, according <a href=\"https:\/\/www.bloomberg.com\/news\/features\/2022-04-23\/rich-black-soil-that-fed-china-is-washing-away#xj4y7vzkg\" target=\"_blank\" rel=\"noopener\">to Bloomberg<\/a>.
