As Amazon destruction has reached the highest rate in 15 years<\/h2>\n<p style=\"text-align: center;\">by Matteo Cavallito<\/p>\n<p>&nbsp;<\/p>\n<p>In 2019-20, nearly 98 percent of reports of illegal deforestation practices in the <strong>Brazilian Amazon<\/strong> resulted in no action according to <a href=\"https:\/\/iopscience.iop.org\/article\/10.1088\/1748-9326\/ac5193\" target=\"_blank\" rel=\"noopener\">a study<\/a> released in recent months in the journal <em>Environmental Research Letters<\/em>. The investigation, by a team of researchers led by <strong>Marcondes G. Coelho-Junior<\/strong>, a researcher at the Instituto de Florestas of the Universidade Federal Rural do Rio de Janeiro, thus provides a disturbing picture that implies heavy accusations against President <a href=\"https:\/\/resoilfoundation.org\/en\/environment\/brazil-funds-amazon\/\" target=\"_blank\" rel=\"noopener\">Jair Bolsonaro&#8217;s government<\/a>.<\/p>\n<p>&#8220;The government receives alerts of deforestation, yet we don\u2019t see this being transformed into action,&#8221; Coelho-Junior <a href=\"https:\/\/news.mongabay.com\/2022\/05\/governmet-inaction-sees-98-of-deforestation-alerts-go-unpunished-in-brazil\/\" target=\"_blank\" rel=\"noopener\">explained<\/a> to the U.S.-based NGO Mongabay. &#8220;It\u2019s not a lack of information that\u2019s causing inaction. It\u2019s not like [the government] didn\u2019t know there was deforestation. But due to <strong>environmental policy weaknesses<\/strong>, there wasn\u2019t any regulatory action for those alerts.&#8221;<\/p>\n<div class='avia-iframe-wrap'>\n<blockquote class=\"wp-embedded-content\" data-secret=\"FWOYRpdXse\"><p><a href=\"https:\/\/resoilfoundation.org\/en\/articles\/amazon-alarm-carbon\/\">Brazilian Amazon is releasing more carbon than it stores<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;Brazilian Amazon is releasing more carbon than it stores&#8221; &#8212; Re Soil Foundation\" src=\"https:\/\/resoilfoundation.org\/en\/articles\/amazon-alarm-carbon\/embed\/#?secret=uSddqLsGBS#?secret=FWOYRpdXse\" data-secret=\"FWOYRpdXse\" width=\"600\" height=\"338\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/div>\n<h5>Data from Brazil<\/h5>\n<p>The study covered nine different states in Brazil and was based on <strong>satellite data<\/strong> from the <em><a href=\"http:\/\/alerta.mapbiomas.org\/\" target=\"_blank\" rel=\"noopener\">MapBiomas Alert<\/a><\/em> platform, developed by the University of Maryland, among others. By cross-referencing the data themselves with information from two official sources-the Brazilian Institute of Environment and Renewable Natural Resources (IBAMA) and Brazil&#8217;s Attorney General&#8217;s Office (<strong>MPF<\/strong>)-the authors were thus able <strong>to track<\/strong> the effects of the alerts.<\/p>\n<p>&#8220;Our analysis shows that only 1.3% of the deforestation alerts in the Brazilian Amazon published by MapBiomas Alert match with <strong>IBAMA<\/strong>&#8216;s infraction notices and\/or embargoes,&#8221; the study says. When illegal deforestation actions affect an area larger than 60 hectares, however, the Federal Prosecutor&#8217;s Office is responsible for action. Lett. 17 041001<\/a> Attribution 4.0 International (CC BY 4.0)<\/p><\/div>\n<h5>In 98 percent of cases, the alerts were not investigated<\/h5>\n<p>Overall, the researchers therefore say, there were <strong>115,688 alerts<\/strong> during the period under review that resulted in 1,510 IBAMA interventions and 1,330 MPF proceedings for a total of <strong>2,840 actions<\/strong>. In other words, just 2.45 percent of the reports resulted in an official reaction. That is to say, <strong>almost 98 percent<\/strong> of them were not subject to investigation. The complaints come first through the Institute for the Environment, whose lack of responsiveness is now blamed by researchers.<\/p>\n<p>&#8220;Poor results such as these reflect the reduction in IBAMA&#8217;s actions in recent years\u201d, the study says. \u201cThe reasons noted by the TCU for the lack of enforcement by IBAMA include <strong>the reduction in the number of inspectors<\/strong> over the years and deficiencies in the nomination process for strategic positions in the enforcement team. Between August 2020 and July 2021, the research say, the Amazon <strong>lost 13,200 square kilometers of forest<\/strong>. Deforestation, according to these figures, has reached the highest rate in 15 years. Its hard not to assume that deficiencies in conservation have been fueling this trend.<\/p>\n<blockquote><p>&#8220;The <strong>Jair Bolsonaro<\/strong> presidency in Brazil has been marked by loosening regulations and <strong>budget cuts<\/strong> for environmental agencies, leading to soaring rates of Amazon destruction since he took office in 2019,&#8221; the research says.<\/p><\/blockquote>\n<p>But yet past experience shows that investments, private agreements and monitoring can lead to great achievements. In 2012, for example, Brazil managed to reduce deforestation by 84 percent on an annual basis.
