As World Forestry Congress approaches, says German broadcaster Deutsche Welle, something is changing in the countries bilateral relations<\/h2>\n<p style=\"text-align: center;\">by Matteo Cavallito<\/p>\n<p>&nbsp;<\/p>\n<p>A common commitment in the fight against deforestation could be the starting point for a new, although partial, step forward in cooperation between the <strong>two Koreas<\/strong>, German broadcaster <em>Deutsche Welle<\/em> (DW) <a href=\"https:\/\/www.dw.com\/en\/can-the-two-koreas-find-common-ground-on-halting-deforestation\/a-60686621\" target=\"_blank\" rel=\"noopener\">suggested<\/a> in recent weeks. After decades of separation, ongoing military tensions and <strong>Pyongyang<\/strong> increasing isolation after Covid-19 outbreak, the circumstances are far from excellent. Nevertheless &#8211; DW says &#8211; something has been moving.<\/p>\n<p>During COP 26 in Glasgow, &#8220;South Korean President <strong>Moon Jae-in<\/strong> offered an olive branch in the form of aid and knowledge on how to regenerate North Korea&#8217;s badly denuded forests.&#8221; The call was probably inspired by 2018 presidential meeting with his counterpart <strong>Kim Jong-un<\/strong>, when the two leaders made a promise to &#8220;to work together to protect and restore the ecosystem of the entire Korean Peninsula.&#8221;<\/p>\n<div class='avia-iframe-wrap'>\n<blockquote class=\"wp-embedded-content\" data-secret=\"yBaMYEwAUr\"><p><a href=\"https:\/\/resoilfoundation.org\/en\/articles\/indonesia-deforestation-deaths\/\">Deforestation-related deaths are rising in Indonesia<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;Deforestation-related deaths are rising in Indonesia&#8221; &#8212; Re Soil Foundation\" src=\"https:\/\/resoilfoundation.org\/en\/articles\/indonesia-deforestation-deaths\/embed\/#?secret=Qn7iGADX04#?secret=yBaMYEwAUr\" data-secret=\"yBaMYEwAUr\" width=\"600\" height=\"338\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/div>\n<h5>The great famine in tje 90s contributed to deforestation<\/h5>\n<p>Among the main factors that have caused deforestation is the <strong>great famine<\/strong> that hit the North in the 90s. At that time, says the magazine Scientific American, the country lost <strong>700,000 hectares<\/strong> of forest (out of 8.3 million total) in a few years. The consequences were dramatic.<\/p>\n<blockquote><p>&#8220;The lack of ground cover means there are no roots to anchor soil in place and <strong>keep it from running off into rivers<\/strong> and streams during extreme weather events,&#8221; the magazine writes.<\/p><\/blockquote>\n<p>Not surprisingly, then, North Korea has experienced a devastating series of floods and other severe events over the past decade, including several waves of <strong>drought<\/strong>. These events have contributed to reduced agricultural yields, further threatening the country&#8217;s already precarious food safety.<\/p>\n<p><iframe loading=\"lazy\" title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/uoJzL3RolYY\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<h5>Pyongyang has achieved controversial results<\/h5>\n<p>In 2015, North Korean leader Kim Jong-un officially <a href=\"https:\/\/www.theguardian.com\/world\/2015\/dec\/08\/north-korea-war-climate-paris-deforestation\" target=\"_blank\" rel=\"noopener\">launched<\/a> a plan to tackle deforestation and climate change, two <a href=\"https:\/\/resoilfoundation.org\/en\/articles\/climate-forests-lost-more-carbon-tha-expected\/\" target=\"_blank\" rel=\"noopener\">closely related phenomena<\/a>. The initiative, made public by Foreign Minister Ri Su-yong during COP 21 in Paris is based on the <strong>massive planting of trees<\/strong> in the country within a decade. Pyongyang, at the time, had affirmed its goal of reducing greenhouse gas emissions by <strong>37.4%<\/strong> compared to 1990 levels.<\/p>\n<p>The <strong>results<\/strong> achieved, so far, are <strong>controversial<\/strong>. According to <a href=\"https:\/\/www.globalforestwatch.org\/dashboards\/country\/PRK\/?category=summary&amp;location=WyJjb3VudHJ5IiwiUFJLIl0%3D&amp;map=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%3D%3D&amp;showMap=true\" target=\"_blank\" rel=\"noopener\">data<\/a> from Global Forest Watch (GFW), in fact, the country&#8217;s record over the last twenty years is still negative. From 2001 to 2020 the country&#8217;s forest cover <strong>declined by almost 5%<\/strong> with an overall loss of about 250 thousand hectares. In 2019, the reduction in forest area was 27,500 hectares, the highest figure in the 21st century.<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/www.globalforestwatch.org\/embed\/widget\/treeLoss\/country\/PRK\" width=\"630\" height=\"460\" frameborder=\"0\"><\/iframe><\/p>\n<h5>Signs of cooperation between the two Koreas<\/h5>\n<p>Hopes for cooperation between the two Koreas come from Seoul&#8217;s latest initiative. In late January, DW notes, South Korean Reunification Minister <strong>Lee In-young<\/strong> invited Pyongyang representatives to attend the upcoming World Forestry Congress scheduled for May in the southern capital. According to Na Yong-woo, a researcher at the Korean Institute of National Unification, quoted by the German broadcaster, &#8220;If the North really wants to develop its economy, then it needs to <strong>cooperate with other nations<\/strong>, including South Korea&#8221;. Moreover, &#8220;We know its relations with many countries are not good at the moment, but change will finally have to come.&#8221;<\/p>\n<p>The nature of the issue might also be a key factor for a deal. <strong>Forest conservation<\/strong>, in fact, is still a Pyongyang goal, the researcher said, And, unlike human rights or international relations, it is not a controversial matter.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Seoul calls on Pyongyang to cooperate in the fight against deforestation, beyond the 38th parallel.
