The matter is complicated as companies pressure raise doubts on deadline compliance<\/h2>\n<p style=\"text-align: center;\">by Matteo Cavallito<\/p>\n<p>&nbsp;<\/p>\n<p>&#8220;C<strong>arbon farming<\/strong> is a priority for France six-month presidency,&#8221; French Minister of Agriculture <strong>Julien Denormandie<\/strong> said on Monday during a public event organized by the European Commission. His words confirm France&#8217;s commitment and are fully echoed by Agriculture Commissioner <strong>Janusz Wojciechowski<\/strong>.<\/p>\n<p>&#8220;Farmers will play an increasing role in countering climate change,&#8221; he said during the <a href=\"https:\/\/sustainable-carbon-cycles-conference.b2match.io\/\" target=\"_blank\" rel=\"noopener\">Sustainable Carbon Cycles Conference<\/a>. &#8220;That&#8217;s why we need to encourage <strong>carbon removal<\/strong> and support carbon credits to provide a new source of income for the sector.&#8221;<\/p>\n<div class='avia-iframe-wrap'>\n<blockquote class=\"wp-embedded-content\" data-secret=\"e2Bj4utb1a\"><p><a href=\"https:\/\/resoilfoundation.org\/en\/articles\/eu-regulation-2022-carbon-farming\/\">EU regulation on carbon farming and emission trading expected by 2022<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;EU regulation on carbon farming and emission trading expected by 2022&#8221; &#8212; Re Soil Foundation\" src=\"https:\/\/resoilfoundation.org\/en\/articles\/eu-regulation-2022-carbon-farming\/embed\/#?secret=n7y5eB4wdL#?secret=e2Bj4utb1a\" data-secret=\"e2Bj4utb1a\" width=\"600\" height=\"338\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/div>\n<h5>The goal: cutting 42 million tons of CO2<\/h5>\n<p>The roadmap has alread been set. By the end of the year, in fact, Brussels would like to issue the final text of the <a href=\"https:\/\/www.europarl.europa.eu\/legislative-train\/theme-a-european-green-deal\/file-carbon-removal-certification\" target=\"_blank\" rel=\"noopener\">Framework on the certification of credits<\/a>. That is, to establish <strong>common rules<\/strong> for the definition and measurement of carbon removal.<\/p>\n<p>The rules will be very important for the agricultural sector that can enhance soil sequestration capacity thanks to better crop management practices. In this way, <a href=\"https:\/\/resoilfoundation.org\/en\/articles\/eu-regulation-2022-carbon-farming\/\" target=\"_blank\" rel=\"noopener\">according to estimates<\/a>, Europe could save <strong>42 million tons of CO2<\/strong> by 2030. But setting the guidelines is not so easy.<\/p>\n<p><iframe loading=\"lazy\" title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/wcZHV1merxo\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<h5>Framework standardization will take time<\/h5>\n<p>In Europe, several certification models have already been adopted at national level, but many differences remain. Moreover, carbon measurement needs to take into account <strong>several variables<\/strong>, such as <a href=\"https:\/\/resoilfoundation.org\/en\/articles\/interview-cotrufo-grazing-soil\/\" target=\"_blank\" rel=\"noopener\">the different forms assumed by soil carbon<\/a> over a certain time frame (short-lived carbon is absorbed and processed by the soil, while long-lived carbon is permanently removed for at least one hundred years).<\/p>\n<p>&#8221; There is no perfect solution at the moment,&#8221; said <strong>Peter Vis<\/strong>, Senior Adviser at the consultancy Rud Pedersen Public Affairs, on Monday. As a result, developing a Framerwork &#8220;represents a challenge for the Commission&#8221;.<\/p>\n<div class='avia-iframe-wrap'>\n<blockquote class=\"wp-embedded-content\" data-secret=\"xU5v4xDZV5\"><p><a href=\"https:\/\/resoilfoundation.org\/en\/articles\/soil-agricolture-fit-for-55\/\">Soil and agriculture will play a crucial role in the EU plan &#8220;Fit for 55&#8221;<\/a><\/p><\/blockquote>\n<p><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;Soil and agriculture will play a crucial role in the EU plan &#8220;Fit for 55&#8221;&#8221; &#8212; Re Soil Foundation\" src=\"https:\/\/resoilfoundation.org\/en\/articles\/soil-agricolture-fit-for-55\/embed\/#?secret=8C5Aagi4in#?secret=xU5v4xDZV5\" data-secret=\"xU5v4xDZV5\" width=\"600\" height=\"338\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/div>\n<h5>&#8220;For carbon credits, an independent verification is needed&#8221;.<\/h5>\n<p>The point, said <strong>Christian Heller<\/strong>, a climate policy expert at the Umweltbundesamt, the German government&#8217;s environment agency, is that, given all the variables involved, &#8220;none of the possible solutions clearly prevails over the others, since they all have both pros and cons.&#8221; So what should be done?<\/p>\n<p>Three things at least, suggests <strong>Hanane Taidi<\/strong>, director general of the TIC Council, an international association of certification companies based in Brussels. &#8220;First,&#8221; she explains, &#8220;we need to establish common rules based on already existing international standards. In addition, we need to guarantee an <strong>independent third party verification<\/strong>. Finally, it is important that even the certifier should be certified by an official authority in order to assess its skills and compliance with the rules. It&#8217; s impossible, for example, to imagine how major ambivalences will be resolved, such as the difference between <strong>carbon removal<\/strong> and <strong>carbon avoidance<\/strong> which is calculated from preliminary estimates of expected greenhouse gas releases. Deadline compliance is also a metter of concern. Not everyone, in fact, believes that final regulations will actually be in place by the end of the year.<\/p>\n<blockquote><p>&#8220;Given the complexity of the topic and the fragmentation of initiatives, it is very likely that regulation will be defined in <strong>the next parliamentary term<\/strong>,&#8221; says a source familiar with the matter in Brussels.<\/p><\/blockquote>\n<p>Moreover, the source says, &#8220;The Commission is also <strong>under pressure from large companies<\/strong> in the agro-industry and forestry sector that want to join the carbon market to sell their credits without being submitted to emissions cap rules applied to other players such as energy companies&#8221;.
